ABSTRACT: This article employs an analytical methodology, meticulously examining Quranic verses and the authentic Sunnah, supported by the most reliable contemporary interpretations of the Holy Quran. Through this textual and interpretive analysis, the study first establishes the inherent character of hudud penalties as mandatory and immutable rules within Sharia law. Crucially, by strategically applying these findings to the principles and frameworks of international law, the research culminates in a compelling conclusion: the mandatory nature of hudud in Islamic jurisprudence translates directly into a similarly mandatory character within the realm of international law. Consequently, this article posits that any demand for their abolition or amendment does not merely represent a policy disagreement but constitutes a direct violation of established peremptory norms of international law.
